Job Title: GENDER SPECIALIST
Duty Station: State of Khartoum
Reporting to: Safeguard Coordinator
Duration: One year with possibility of extension based on Performance with three-month probationary period
The gender specialist will assist the PIU for mainstreaming gender in the project activities as well as the broader electricity sector based on the World Bank’s gender gap assessment in the electricity sector. The gender specialist will develop and implement gender-based violence action plan based on international good practices.
Specific duties and responsibilities
Institutional gender mainstreaming actions: based on the identified need to strengthen institutional gender mainstreaming activities; the gender specialist will be responsible to closely work, advise and support Sudan Electricity Holding Company and its subsidiary companies to ensure the following result areas are achieved:
Development of gender mainstreaming plan at the SEHC and its subsidiary companies.
mainstreaming of gender equality in the strategic and operational planning, budgeting, design, and implementation of programs.
implementation of affirmative action.
ensure gender is effectively mainstreamed in information and knowledge management, public relations and communication activities of the electricity sector companies
implementation of gender responsive monitoring, evaluation, and reporting system
gender responsive organizational culture and workplace system.
Capacity Development Program: the gender specialist is expected to develop need based and tailor made capacity development programs (training, mentoring, coaching) to capacitate SEHC and its subsidiary companies at different level including management and technical staff and non-gender support staff to ensure all responsible staff of electricity sector companies are participating and contributing for gender mainstreaming activities.
Gender-based violence (GBV): Taking the experiences and best practices of similar institutions in the energy sector into consideration, the gender specialist is expected to customize GBV prevention and response legal framework based on contextual situation to ensure workplace safety and rights of women and men employees are respected. This task will include support the implementation of (a) customization of sexual harassment (SH)/GBV policy based on electricity sector company context
(b) customization of training manual and provide GBV awareness capacity development trainings for key gender and non-gender staff including project staff, (c) customization of codes of conduct and grievance redress mechanism as well as sexual harassment grievance troubleshooting mechanism and (d) communications and knowledge sharing materials to be used in electricity sector structure including at project sites and (e) provide support to ensure the adoption of GBV prevention and response legal framework by SEHC.
The gender specialist is expected to have:
Advanced university degree in Gender and Development Studies, Human Rights, or relevant fields of study with minimum of 5 years of directly relevant Bank and/or external experience.
Practical experience in gender mainstreaming and policy development, gender responsive and transformative capacity development program development, institutional gender mainstreaming technical support, women’s empowerment, prevention, and response to gender-based violence required.
Ability to lead social and gender assessments, design surveying tools and conduct field level consultations is required.
Practical experiences in training facilitation, coaching, and mentoring
In-depth experience working directly in dynamic male dominated sector, project teams and interacting with governments/public sector entities on gender and social issues in Ethiopia is key.
Proven ability to plan, develop, coordinate, monitor and evaluate programs and various activities from content (research, writing and presentation) to administrative aspects (budgets etc.).
Experience in the energy and infrastructure sectors in developing countries is a plus.
Fluent in written and spoken Arabic, English as well as fluency in Amharic is required.
Willingness to travel to remote areas as needed.
The Gender Specialist is expected report to Safeguard Coordinator the Project Implementation Unit.
Duration of the Assignment: The assignment will be for one year with possibility of extension based on evaluation of performance
